MINUTES OF THE PLENARY ASSEMBLY 2002
TOYAMA, JAPAN, OCTOBER 13TH 2002


OPENING

ACC President opened the General Meeting with opening address thanking all member federations for their support of 11th Asian Championship as well as the General Meeting.
Special thanks and congratulation to the Japanese Mountaineering Association for well-planned and for the successful event.

1. Apologies for absence

ACC did not receive Apology from IR Iran Mountaineering Federation and Thailand Rock Climbing Federation


2. Voting Right:

Concerning the Voting Right of HKMU and SCAHK, ACC reported the President of ICC’s opinion that he confirmed if they (HKMU and SCAHK) agreed on a proposal (favor or Against) they have one voting right for the proposal.


3. New Membership

Mongolian Central Mountain Altai Club (MCMAC)
Brunei Sport Climbing Federation (BSCF)
ACC reported that above two Federations submitted the Official Affiliation Form ACC. Therefore ACC proposed to accept both federations as ACC members.
The proposal was accepted in unanimously.


4. Minutes of the Last Meeting

The minutes were approved


5. President\'s Report

5.1. 10th Asian Championship: from 9 countries (TPE, HKG, INA, IND, IRN, KOR, MAL, PHI, SIN, 69 competitors 38 men 31 women)
Congratulations to Federation of Indonesian Climbing Activity for organizing the 10th Asian Championship successfully. In spite of some difficulties, it was a successful event. Also ACC wishes to thanks our member federations for the participation.

5.2 1st Asian Bouldering Championship: from 6 countries (TPE, HKG, JPN, KOR, SIN, PHI, 42 competitors 26 men 16 women)
Thanks and Congratulation to Chinese Taipei Alpine Association for a successful organising the 1st Asian Bouldering Championship.

5.3 AYC 2002
Malaysian Mountaineering Federation whishes to organise the 4th AYC on December 21-22 in Genting, Malaysia.
Financial Report 2002
The financial Report is approved in unanimously.

5.4 Provisional Calendar 2003: As attached

5.5 New Officials:
After approval at the last ICC Management Committee in Flagstaff, ICC Plenary Assembly approved 4 new International Judges and one International Forerunner from Asia.

5.8 Disciplines of Asian Championship.
ACC received a Message from Wolfgang Wabel/Diretor of the Event Commission.
According to his message the Commission decided that Event Commission have to follow the rule of the competition regulation “Continental Championship shall (must) include all three disciplines” at the last ICC GA in Austria.
Also he informed that in case of two disciplines the competition in Japan cannot be the Asian Championship, but an International Asian event on the calendar.
Concerning above message ACC explain to him the situation of our sport in Asia and the importance of the Asian Championship for contribution to development of our sport in Asia and the Olympic Movement.
Therefore ACC strongly recommend to delay or reconsider to apply this rule in Asia with all the Asian member federations message that we don\'t want to lose the Continental Championship, which not only has been the unique remaining Championship in the except Europe during the last 10 years but also is very important for development of our sports in Asia and for movement of Olympic Game.
Concerning ACC recommendation described above, ICC President sent a message to Wolfgang Wabel as bellow:

We might suggest that he proposes some amendments to the rules concerning Continental Champs, in order to give more flexibility and authority to the Continental Councils (when existing and being part of the ICC, otherwise to the ICC), or, better, to include this proposal in the rule changes on which Ake is working for the PA.



6. Asian Championship 2003
Due to unexpected sponsor’s internal situation, SCAP have to cancel 2003 Asian Champs.
ACC recommended CMA to be a candidate for the 2003 Asian Champs.
CMA agreed to the recommendation under all our member’s support. The proposed date was someday in autumn.
CMA’s request was accepted and approved with welcome by all members.


7.AYC 2003: ACC did not confirm for 2003 AYC and asked two Hong Kong federations to jointly host 2003 AYC. Both federations will confirm after consult with their own federation committee.


8. Proposal for amendment of the ACC Bye Law
ACC proposed a minimum amendment of ACC Bye Law for development of the ACC Structure in future and requests that any further amendment required can be done at next meeting.


Proposed the amendment are as bellow:

4. STRUCTURE4.1. The Plenary Assembly is the authority of ACC.4.2. The President, the Competition Director and the Training Director are appointed by the Plenary Assembly to take up the duties of administration, organization of competitions and education.4.3. Advisers may be invited, with approval of the Plenary Assembly, to advise ACC on various aspects. 4. STRUCTUR4.1. The Plenary Assembly is the authority of ACC.4.2. The Plenary Assembly elects the President, the Vice President, the General Secretary, the Competition Director and the Training Director for a term of three years. They can be re-elected for one further term.4.3. The President, the Vice President, General Secretary, Competition Director and Training Director are volunteers.4.4. Advisers may be invited, with approval of the Plenary Assembly, to advise ACC on various aspects.
6. PRESIDENT6.1. The President is appointed by the Plenary Assembly for a period of three years. He can serve at most two terms.6.2. The President is responsible for administration of ACC and is assisted by a small secretariat, a treasure and technical staff for competitions and training.6.3. The President and his assistant are volunteers.6.4. The President reports on the ACC business in each general meeting. 6. PRESIDENT6.1. The President is responsible for administration of ACC and is assisted by the General Secretary, the Competitions Director and the Training Director.6.2. The President represent for the ICC Management Committee.6.3. The President reports on the ACC business in each general meeting.

9. Election new officials
One candidate from CMA Mr Li Zhi Xin (Chief Vice President of CMA) for the President.
One candidate from PMM Mr Alias Mohd Nadzri (President of PMM) for the Vice President.
One candidate from SMF Mr Anthony Sear (Technical Director of SMF) for the General Secretary.
One candidate from JMA Mr Makoto Kitayama for the Director of Competition.
ACC reported no candidate for the Director of Training and asked for nomination for the Director of Training and any recommendation for the position.
SMF recommend Mr Dong-Hyun Kim /International Forerunner for the position and emphasised the importance and needs of training new International and National Forerunners in Asia
KAF suggested both directors be appointed by new structure.
Members of the Assembly remind KAF of the New Bye Low the Article 4, which state that the Plenary Assembly must elect both Directors.
KAF suggested to elect only the Director of Training at next meeting.
The following officials have been elected in unanimously.
For the President: Mr Li Zhi Xin (Chief Vice President of CMA).
For the Vice President: Mr Alias Mohd Nadzri (President of PMM)
For the General Secretary: Mr Anthony Sear (Technical Director of SMF)
For the Director of Competition: Mr Makoto Kitayama (JMA)


10. Other Business:
Francis Lo proposed as \"Please the committee to consider my proposal to include a Honorary Membership Bye Law such as Honour President, Honour Vice President, Honour Member, to whom has contribute to ACC. What is the name is not important, it is only to show our recognition of their contribution. It is not only for present but it may be for future.\"

李致新当选亚洲竞技攀登委员会主席

  2002年亚洲竞技攀登委员会(亚攀委)全会于10月13日在日本富山县召开,来自亚洲的12个成员组织出席了本届大会。大会除了正常的年度工作报告、财务审核外,重点讨论了修改亚洲竞技攀登委员会的规则,将原先组织机构的主席、秘书长,改为主席、副主席和秘书长。会议通过选举,12个成员组织的代表一致推举中国登山协会常务副主席李致新为新的亚攀委主席任期三年。在大会发言中,与会代表把亚洲竞技攀登的未来发展寄望予中国,李致新在选举后讲话,强调亚洲攀岩界一定要加强团结,各成员组织都要尽职尽责,通过共同努力,不断提高亚洲的竞技攀登水平,扩大亚洲在国际攀岩界的影响。
